Description

STG is looking for a Software Development Manager Key personnel to manage the software development and maintenance activities for the Department of State Worldwide Refugee Admissions Processing System (WRAPS). The Manager will work closely with the customers, agency partners, STG Management, and Scrum Teams to devise application software, services, interfaces, and database solutions. The work is located in the Washington DC Metro area.

The selected individual will collaborate closely with the development and operations teams and customer stakeholders to bring together the full range of technical and business competencies needed to enable successful achievement of customer service deliverables and SLAs, technology transformation, business requirements and other work deliverables which are consistent with organizational goals and objectives. The candidate will work in a collaborative manner with the operations and architecture teams to propose, brainstorm, represent, and implement simple to complex architectural solutions.

The candidate’s work responsibilities include the following:

  • Provide Agile Scrum leadership and guidance to coach and motivate team to achieve optimal performance
  • Monitor and conduct performance management reviews of direct reports
  • Ensure successful on-time delivery with minimal to zero defect rates
  • Conduct project/iteration planning and establish cadence in development
  • Establish optimal velocity for Scrum teams
  • Establish and advance a Continuous Integration/Continuous Delivery (CI/CD) tools/people/skills ecosystem in an Agile and DevOps setting
  • Participate in designing custom/COTS software solutions using Java, MS SQL Server and related technologies
  • Participate in design and code walkthroughs and participate in peer reviews
  • Propose, brainstorm, document, illustrate, and implement simple to complex architectural solutions
  • Participate in Change Management processes and provide feature/architectural reviews and feedback for system changes
  • Mature Test and Build Automation and Test Driven Development processes within the team
  • Minimum Qualifications:
  • Bachelor’s Degree or higher in a relevant field such as Computer Science and/or Management
  • Minimum 10 years of total IT experience with demonstrable experience leading complex web solutions and services architecture initiatives as a coder, designer, technical team lead, and Manager
  • Certified Scrum Master with a DevOps mindset
  • Experience providing development leadership involving technology integration and migration, IT operations, Software Development, Solutions Architecture, Service/Data Architecture
  • Experience with Application Lifecycle Management tools including JIRA, Atlassian suite, Confluence, Jenkins, Team Foundation Server
  • Experience managing projects using Java, Spring, MS SQL Server, Eclipse, Puppet, Selenium, SOA, Google Web Toolkit, SQL, XML, JavaScript, HTML/CSS, C#, ASP.Net
  • Experience with object oriented design, MVC pattern, RESTful architecture, service interface design and development, OLTP and OLAP design, Object relational mapping
  • Demonstrable expertise in more than one of the following: Software Engineering, Software Architecture, Project Management, Case Management, Software Operations and Maintenance, and Database Management
  • Experience managing multiple Agile projects using Lean approaches
  • Excellent written and oral communication skills

Preferred Qualifications:

  • Experience working with Department of State Customers
  • Experience managing 10-30 FTE development team
  • Scaled Agile experience
