Description

SNA International, theGlobal Leader in Forensics, Biometrics, and Identity Intelligence, is currently looking for a Multi-Biometric Identification System (MBIS) Support Specialist to support the IRS Criminal Investigation (IRS-CI) Division by providing expert operational support for the Multi-Biometric Identification System (MBIS).  
 
The selected candidate will ensure the accuracy and integrity of biometric data, performing quality control, and providing expert training on MBIS systems and assist IRS-CI in identifying persons of interest through biometric identification methods, both automated and manual.
 
The Multi-Biometric Identification System (MBIS) Support Specialist will:
  • Verify system results by reviewing and determining the disposition (e.g., Hit, No Hit) of candidate lists produced by the automated biometric system and confirm that biometric records are accurately assigned to valid file numbers.
  • Document encountered during biometric transactions and work with vendors, system maintenance staff, and IT teams to resolve these issues.
  • Process incoming biometric transactions from law enforcement agencies, ensuring data integrity at every step.
  • Update, create, and develop various operational documents, including the Laboratory Operating Manual, Standard Operating Procedures (SOPs), policies, and intake forms related to MBIS processes.
  • Provide expert training and support to IRS-CI personnel and partner agencies on the use of MBIS systems and assist in identifying persons of interest using biometric identification methods.
  • Conduct ongoing quality control reviews of biometric data, such as Livescan submissions and correct records with the wrong subject biometrics or demographics.
  • Maintain, update, and correct these records as needed.
  • Participate in the Crime Lab's annual accreditation audit, ensuring compliance and operational efficiency.
  • Develop and oversee automated workflows within the MBIS system, supporting both technical and administrative review to include compiling statistical information related to examination reports and performing initial image accuracy checks for all incoming transactions.
  • Identify any issues related to image accuracy or demographic data entry and coordinate with the appropriate law enforcement agencies to correct the transmission of these data.
  • Review and compare biometric images from various sources and assign appropriate individual identifying numbers to records within the Laboratory Information Management System (LIMS).
  • Conduct both automated and manual biometric comparisons, researching biometric data as needed.
  • Address requests for assistance in resolving technical or administrative errors, communicating with staff regarding problematic requests, and reporting trends to supervisors when multiple issues arise.
  • Handles phone inquiries from law enforcement agents and public agencies, providing expert advice on the type of biometric examination needed, such as fingerprint analysis, facial recognition, or iris identification.
  • Discuss the quality of biometric data required for accurate comparison and clarifying reasons for rejected biometric data submitted by external facilities and relay this information to relevant staff and work with teams to resolve problematic or rejected biometric transactions.
  • Assist with the sealing or destruction of biometric records, reviewing related requests to ensure proper execution.
  • May be called upon to testify in court as an expert witness or fact witness regarding biometric data and its handling.
 
Minimum Education and Experience Requirements: 
  • Minimum of 6 years of relevant experience in biometrics, criminalistics, forensic analysis, or a related field.
  • Must be able to obtain and maintain a DoD Secret clearance.
  • Possess expertise in conducting biometric comparisons (e.g., fingerprint, facial recognition, iris identification) and in resolving associated technical issues.
  • Demonstrated proficiency in using and supporting biometric identification systems such as Livescan and other digital forensic tools is required.
  • Strong experience in technical documentation, policy development, and system analysis is also required.
  • Ability to provide expert testimony and deliver training effectively.
  • Experience serving as an expert witness is desired.
  • Excellent written and verbal communication skills.
