Ornge is seeking a highly motivated and experienced Project Manager to join our growing Enterprise Project Management Office (PMO). This role is ideal for a project professional with experience leading cross-functional business, operational, healthcare, and organizational initiatives in a PMO environment.
Reporting through the PMO, you will lead complex, high-impact projects that support the evolution of Ontario's critical care transport system. These initiatives may include operational improvement, service delivery enhancement, strategic planning, healthcare partnerships, organizational effectiveness, and change management efforts that advance Ornge's mission and long-term objectives.
As a trusted project leader, you will collaborate with stakeholders across all areas of the organization to deliver enterprise-wide projects that drive measurable business outcomes. Success in this role requires strong project governance, stakeholder engagement, facilitation, and change management skills, along with the ability to navigate complex organizational environments and align diverse groups toward a common goal.
This position is best suited for a Project Manager with experience leading business and operational projects through a PMO framework, rather than managing primarily technical or software development initiatives. Key Accountabilities:
- Build and maintain effective relationships with internal and external stakeholders throughout the project lifecycle.
- Establish clear project governance, roles, responsibilities, and accountabilities to promote collaboration and successful project delivery.
- Develop and execute project plans, including scope, schedule, milestones, deliverables, resource requirements, and dependencies.
- Communicate project objectives, progress, risks, and decisions effectively to manage expectations and resolve issues, conflicts, and barriers.
- Monitor project performance, identify and manage risks, issues, and variances, and implement appropriate mitigation strategies.
- Coordinate and manage vendor relationships to ensure contracted deliverables, timelines, and obligations are achieved.
- Lead and facilitate project teams to achieve project objectives while fostering a positive, collaborative, and accountable work environment.
- Provide coaching, guidance, and mentorship to project team members and stakeholders as appropriate.
- Contribute to Project Management Office initiatives, including project reporting, portfolio metrics, governance activities, and continuous improvement efforts.
- Ensure project outcomes align with organizational priorities and deliver measurable business value.
Responsibilities:
- Lead the delivery of strategic, cross-functional initiatives that support organizational priorities and long-term objectives.
- Partner with executives, leaders, and subject matter experts to translate business needs into actionable project outcomes.
- Facilitate project governance activities, including steering committees, decision-making forums, and executive updates.
- Assess and document current-state processes and identify opportunities to improve operational efficiency, service delivery, and organizational effectiveness.
- Support organizational change by developing implementation, stakeholder engagement, and adoption strategies.
- Ensure project decisions, outcomes, and recommendations are aligned with organizational goals, policies, and governance requirements.
- Prepare and maintain project documentation, presentations, and reports for leadership and governance bodies.
- Manage multiple concurrent initiatives while balancing competing priorities and organizational resource constraints.
- Contribute to the continuous improvement of Project Management Office standards, tools, and templates, and best practices.
- Support planning, and reporting activities as required.
Qualifications:
- Bachelor's degree in Business Administration, Health Administration, Public Administration, Project Management, or a related discipline. PMP certification required.
- 5 years+ of experience managing complex cross-functional business, operational, healthcare, or organizational change initiatives within a PMO/enterprise project environment.
- Demonstrated success delivering strategic initiatives that drive operational improvement, business process transformation, organizational effectiveness, and enterprise-wide outcomes.
- Experience leading projects through established project governance frameworks, including project charters, steering committees, executive reporting, risk management, and stakeholder engagement.
- Experience in healthcare required; experience in aviation, emergency medical services, or other highly regulated environments is considered an asset.
- Demonstrated knowledge of project management methodologies, including Agile and Waterfall.
- Experience using project management tools and reporting methodologies, proficiency with Microsoft 365 applications and Microsoft Project.
- This role is focused on enterprise, operational, and strategic project delivery. While technology may be a component of some initiatives, the position is not primarily responsible for software development, IT infrastructure, systems implementation, or technical project delivery.
