The Manager, Clinical Education Programs leads the development, implementation, and oversight of non-paramedic clinician education, ensuring alignment with organizational goals and programs. Through effective team leadership of the education team, the Manager coordinates with Operations (where applicable) to plan, schedule, monitor, and document non-paramedic training activities. Primary areas of responsibility include the Emergency First Response Team (EFRT), Ornge Dedicated Mental Health Team (MHT), and the Flight Registered Nurse program (FRN).
Collaborating closely with the Operations Manager of the Emergency First Response Team (EFRT), the Manager ensures tailored healthcare educational strategies and coordination to provide support and guidance, ensuring operational excellence and adherence to clinical quality standards. Employing a visionary approach, the Manager cultivates partnerships, advances healthcare innovation, and upholds cultural values within First Nations communities. The position nurtures an environment that supports professional development, encourages cultural competence, and promotes a resilient workforce, prepared to meet the challenges of emergency medical services while respecting and integrating local cultural practices and knowledge.
Key Accountabilities:
- Primarily responsible for the oversight of the Program Lead, overseeing Initial Education and operationalizing Continuous Professional Development (CPD) for EFRT Clinicians, ensuring Indigenous cultural competence through all aspects of training.
- Manages ongoing projects for other clinical educational programs, including oversight of the Flight Registered Nurse (RN) and Dedicated Mental Health Team (MHT).
- Works extensively in collaboration with Managers in Clinical Affairs and Operations to develop systems to monitor clinician performance and provide data-driven insights intended to influence behaviors and outcomes. Directly and indirectly, evaluates clinician learners and supports the development and delivery of remediation plans as required.
- Collaborates with interdisciplinary teams to utilize data analytics to inform strategy and identify areas for quality improvement or innovation, ensuring that community voices are included.
- Engages in community outreach to understand the public needs and expectations, aligning department strategies with community health priorities, particularly focusing on Indigenous perspectives.
- Assists Manager, EFRT Operations in developing and maintaining strong communication channels with the Ornge MAC to address any medical concerns, update protocols, and enhance the quality of care provided by the EFRT or the future Community Paramedicine Paramedics.
- Ensures that training programs are co-designed with Indigenous community members input to reflect the local needs and cultural context.
- Assures annual visits to Emergency First Response Teams and local leadership.
- Formulates and updates operational policies and procedures to reinforce quality assurance and educational needs, ensuring they are culturally sensitive and inclusive.
- Communicates effectively with staff and partners to promote understanding and adherence to quality standards through a culturally safe lens.
- Integrates the Director’s responsibilities of developing culturally sensitive operational policies, establishing clear protocols, and maintaining efficient response times.
- Implements a continuous improvement process to review and refine operational policies and procedures regularly, incorporating feedback from First Nations communities.
- Develops crisis communication plans to ensure clear and efficient communication during emergencies.
- Establishes a feedback mechanism from staff and patients to inform policy and process improvements, emphasizing cultural safety, respect for local traditions, health practices and ways of learning.
- Assists with facilitating the process for EFRT and future community paramedics to obtain signoffs on additional procedures or skills required for Community Emergency First Response, working closely with the Ornge Base Hospital to ensure competency and safety.
- Assists with the implementation of a system to track and monitor EFRTs' or future Community Paramedicine Paramedics competency and signoffs for community paramedicine-specific procedures, ensuring compliance with regulatory and quality standards.
- Prepares and submits business plans detailing projected funding requirements for the delivery of training, ensuring cultural training initiatives are included.
- Allocates funds for programs/projects ensuring prompt payment and accounting of expenditures.
- Adheres to established Ornge and MOH practices as applicable and directed.
- Maintains an inventory of training materials and equipment required for the delivery of programs.
- Grows the design, development and delivery of solutions that elevate team effectiveness and capabilities, and the evolution of a high-performance culture while ensuring the importance of cultural competence.
- Participates in Ornge Medical Advisory Committee and other Emergency Services Committees, advocating for culturally safe practices and policies within all programming, as required.
- Collaborates with Manager, Clinical Performance and Patient Safety to focus on data integrity and quality metrics to provide greater insights and timely analysis, leading to better data-driven decision making linked to strategic goals, legislative requirements, and community cultural contexts.
- Regularly reviews existing programs, processes (including recruitment), and practices to ensure continuous improvement, innovation, and alignment to fulfil the broader Ornge strategy, including communicating success metrics to partners across the business.
- Leads and mentors’ staff with a focus on professional development and continuous learning that includes Indigenous cultural safety and understanding of Indigenous health practices, ensuring that training and department culture reflects the needs and aspirations of the communities served, including onboarding, retention, and development practices.
- Plans the use of educational human resources. Organizes recruitment and placement of required staff. Establishes organizational structures. Delegates tasks and accountabilities. Establishes work schedules. Supervises staff. Monitors, mentors, and evaluates performance.
- Develops a recognition program to acknowledge staff achievements and contributions to quality care, highlighting those who champion community-led initiatives.
- Incorporates diversity and inclusion training to ensure a respectful and equitable workplace, fostering an environment where community input is valued and prioritized.
Qualifications:
- Post-secondary education in Emergency Services, Education, or another related field post-secondary education in a related field and a registered healthcare professional, such as a Critical, Advanced, or Primary Care Paramedic, Registered Nurse (Critical Care/Emergency), or Respiratory Therapy.
- Master’s Degree in a relevant field.
- 5-6 years of minimum experience
- Experience working in First Nations communities with understanding and respect for the cultural environment.
- Significant experience in overall management of design, coordination, and delivery of related programs.
- Experience in formal project management.
- Specific education and experience in adult education, or health care simulation education.
- Experience in delivering medium-fidelity medical simulation.
- Experience in the Air Ambulance/Ambulance Service industry (Service Operators or Base Hospitals).
- Medical/First Responder.
- Valid G Drivers license.
- Specific designations related to portfolio assignments (PMP, CPSO) is preferred.
- Post-Secondary training in Indigenous Studies is preferred.
