The Budget Department is NYCEDC’s fiscal resource, partnering with NYCEDC departments and City agencies to lead in financial planning, analysis and accountability with a commitment to service, strategic investments and transparency. The Budget Department focuses on managing capital, expense, and operating funds, and developing budget strategy and funding recommendations for project and program initiatives.

Your Role: Under the supervision of the Vice President, Expense and Grant-Funded Budget Director, the Analyst/Senior Analyst will manage expense and capital funding-related activities throughout the Corporation. He/She will will coordinate with project managers to help facilitate projects from inception through implementation.

Essential Duties & Responsibilities:

  • Coordinate all budget activities and documents for assigned projects and programs (his will require communicating with a variety of stakeholders including project managers, senior management, other City agencies, City Hall, and elected officials’ offices)
  • Monitor the expense and revenue budgets, including FEMA and CDBG-DR budget
  • Track budgetary, programmatic, and structural changes from plan to plan
  • Assist in the preparation of the capital and expense budgets
  • Use the City’s Financial Management System and internal systems to reconcile project budgets
  • Work with the Accounting Department to correct any discrepancies
  • Prepare and submit relevant documents to the Office of Management and Budget (OMB) and the City Comptroller for review. Actively work as budget liaison with these and other City entities to ensure that approvals are received in a timely manner
  • Prepare contract registrations, including EDC’s Master and Maritime Contracts
  • Review project contracts, change orders, amendments and payments for both construction and consulting services
  • Review and process requisitions for Budget payment; track and report spending on expense and grant-funded projects
  • Track and monitor obligations and the use of resources through the review of financial data
  • Provide analyses on the corporation’s budget requests and allocations
  • Analyze funding requests from EDC project managers; monitor approved projects
  • Prepare technical budget documents including budget modifications, accruals, journal vouchers, surplus/needs analyses, and Spending Plans
  • Develop briefing materials and reports, utilizing superior written and oral communication skills
  • Present to senior management recommendations on project and programmatic budgets as well as status updates
  • Guide project managers through the City’s and NYCEDC’s various approval processes
  • Provide expert advice as well as excellent customer support to the entire corporation on budget-related matters

Other Responsibilities:

  • Conduct special projects as needed and identified by the Budget Director and Vice President, Expense and Grant-Funded Budget Director
  • Support the Grants Management team with seeking reimbursement for all grant-funded projects, including FEMA and CDBG-DR funded projects
  • In-town travel; meetings after 5:00 p.m
  • Other duties as assigned

Minimum Qualifications:

  • Bachelor’s degree in Political Science, Economics, Finance, Business, Public Policy, or related field
  • Proficiency in Microsoft Excel, Access, and PowerPoint
  • Strong communication skills including oral, written, and presentation
  • Can work with little supervision
  • Problem solving, especially with innovative and creative solutions
  • Strong analytical and critical thinking skills
  • Strong quantitative skills and comfort building financial models and pro-formas
  • Ability to understand big picture and be detail oriented
  • Ability to multi-task and respond quickly to requests for information
  • NYC residency within 180 days of hire
Preferred Qualifications:
  • In depth knowledge of City’s budgeting processes and the NYC Financial Management System (FMS)
  • Experience in budgetary planning/management, procurement, project management, financial analysis, public policy analysis or a related field is a plus
  • Interest in urban infrastructure and economic development issues
