Position Description:



Responsible for the coordination and oversight of all new construction and special projects that affect the physical plant and overall maintenance and upgrade of this scientific research facility containing laboratories, offices, shops, residences, vehicles, roads, water and wastewater facilities, power distribution systems and radio telescopes.  This position will head the Plant Maintenance Division and coordinate the work of all crafts/trades involved.



Determines feasibility of designing new construction or modifying existing facilities considering costs, available space, time limitations, organizational planning, and other technical and economic factors, utilizing engineering theory and practices.


Estimates costs related to layout design, including equipment and materials, labor, etc. and monitors the construction process.

Researches equipment, furniture, etc. for purchase and gathers data relating to their ability to meet organizational needs.

Coordinates site maintenance activities with the ES&S division to ensure the facility’s compliance with all health, safety and environmental regulations, as required, and ensures that established efficiency and safety targets are met.


Assigns staff and coordinate operation, maintenance, and repair activities of field installations of equipment and systems.


Creates and maintains records, reports, drawings, etc. to meet site and funding agency requirements.


Manages, trains, and evaluates Plant Maintenance Division personnel. 


Proactive compliance with Observatory and government safety policies and procedures in work area is expected.

Work EnvironmentWhile performing the duties of this job, the employee works both inside and outside, near moving mechanical parts.  Requires work at heights above 100 feet.

Physical Demands:  The employee is required to communicate clearly and effectively, both verbally and in writing.  The position entails visually demanding work, excellent hearing, hand dexterity, and physical coordination, and work involving moving machinery, moderate lifting, electrical equipment, high voltage, noise, vibration, animals, dust, chemicals, sewage, intense heat, and protracted or irregular hours.  Must be able to operate a motor vehicle.




Position Requirements:



Minimum Education: Bachelor's degree in facilities engineering or related field.

Minimum Experience:  A minimum of five years of progressively responsible experience in design, construction and supervision relative to large plant facilities.  A registered Professional Engineer with physical plant experience is preferred.

Competencies:  Knowledge and use of computer systems, heavy equipment, on- and off-road vehicles, hand tools, power tools, drafting and surveying equipment is required, including Auto-CAD and other CAD-based programs.  The candidate will be required to communicate clearly and effectively, both verbally and in writing, produce written and oral reports, prepare presentations, produce, read and interpret blueprints, specifications and drawings, develop and understand project schedules, including CPM. Must be able to communicate effectively both verbally and in writing.

Safety Sensitive

The selected candidate must successfully pass a post-offer, pre-employment/pre-placement drug screen.  Failure to pass the Screen will disqualify the candidate from employment consideration for a period of six months from the date of the results.
