Position Summary

The National Radio Astronomy Observatory is actively recruiting an experienced HRIS Systems Administrator III-IV for the Management Information Services (MIS) team. As a key strategic HR and Payroll partner, the HRIS Systems Administrator IV collaborates within and on behalf of the MIS team with Human Resources, Payroll, Benefits Administration and other management to support the mission and goals of the organization.


The HRIS Systems Administrator III-IV provides strategic, technical and business support for all HR and Payroll functions, including, but not limited to, process reviews and improvements, project management, and the introduction and upgrades of HR or Payroll software applications, and new technology. Resolves moderate to difficult developer tasks and assists in the deployment of software enhancements and systems upgrades.


This role serves as the HRIS Systems Administrator III-IV technical and support lead of Human Resources (HR) and Payroll data management and reporting for the organization within the Oracle J.D. Edwards EnterpriseOne Human Capital(HC) and Payroll modules. The successful candidate will be charged with protecting the integrity of employee data, ensuring managers and staff have appropriate access to reliable data, and ensuring full compliance with employee data-related standards and regulations.


The work requires a broad knowledge of system administration concepts, practices and procedures in Human Resources Information Systems (HRIS) and Payroll areas. It is expected that the incumbent will distribute the time s/he supports the Payroll, Human Resources and Benefits groups at varying levels over the course of the year, shifting their focus as needs dictate based on the effort required for reports, filings, projects and other deliverables.


The position will be located in Charlottesville, VA.


Job Duties Summary

  • Reporting to the MIS Manager, this position works closely with the key stakeholders in Human Resources, Benefits and Payroll to ensure proper support and troubleshooting of the ERP business software (Oracle JDE Enterprise One) and that it is delivering what is needed to ensure data and process integrity with stakeholder requirements.
  • Performs routine administration of HR and Payroll systems including, but not limited to, system set up, system testing/data verification and routine maintenance.
  • Advises, evaluates and performs routine MIS administration in the Fiscal area in relation to the HR and Payroll systems.
  • Collaborates on behalf of MIS with HR, Payroll, Benefits Administration and other management to define and prioritize business projects, with a deep understanding of the data needs of end users.
  • Evaluates all HR and Payroll technology systems and software data needs. Advises end users on effective use of systems and general software tools.
  • Resource and support to HR and Payroll for compliance reporting, including but not limited to: EEO-1, VETS100, ACA, FAS-106, etc.
  • Leverages HR and Payroll data to provide timely, descriptive, diagnostic, and predictive analytics. Conducts and works with HR and Payroll to ensure ongoing audits and quality assurance in support of data integrity.
  • Assists in the development of internal MIS standards and security requirements with particular focus on HR and Payroll areas. Defines and maps HR and Payroll MIS processes. Supports HR and Payroll documentation strategy, and to identify strengths, weaknesses opportunities and solutions. Develops transparent user procedures, guidelines and documentation.
  • Facilitates and coordinates systems upgrades and implementations including: data collection, design, testing criteria, project documentation, recommendations, implementations, communication, and training methods.
  • Serves as a liaison to end-users, vendors, and other internal stakeholders, as appropriate.
  • Leverages the power of JDE HC to advance benefits, compensation, and recruitment projects. Builds project plans and aligns resources. Ability to identify project risks and mitigate accordingly.
  • Conducts training on new processes for Fiscal, Payroll, HR and Benefits to facilitate maximum benefit from process and system changes, answer process and system questions and resolve issues.
  • Develops transparent user procedures, guidelines and documentation.
  • Supports HR and Payroll documentation strategy, including workflow and document retention-related initiatives.

Position Requirements:


Minimum Education

Bachelor’s degree in computer science or related technical field and/or an equivalent combination of education and experience.


Minimum Experience

Extensive experience in end user support and technical support for HRIS (Oracle, PeopleSoft ,etc.) Data systems. 3-10+ years of working in a combination of Fiscal and Human Resource functional areas such as Payroll, Compensation, Benefits, and/or HRIS Experience with MS Office and complex Payroll and HRIS systems (ERP and ATS).


Preferred Experience

Experience with Oracle J.D. Edwards Enterprise One Human Capital (HC) and Payroll modules. Experience with MS Sequel Database a plus.


Competency Summary

The incumbent will have an in depth working knowledge of HRIS and Payroll systems technology and the development of effective process to support division/organizational goals. Knowledge of best practice processes, systems, and tools.


Additional Competencies Include:

  • Prior valuable HRIS experience, and experience working as a strategic HR partner on HRIS projects highly preferred.
  • Prior experience working as project lead/manager of multiple projects across complex team/work groups.
  • Broad-based understanding of Payroll and all HR functions and their relationship to necessary systems support.
  • Must be customer centric possessing flexibility, teamwork and consulting capabilities. Strong analytical skills and an assiduous attention to detail.
  • Strong critical thinking and problem solving skills. Strong written and verbal communication skills. Strong presentation, project and time management skills.
