Position Summary

The National Radio Astronomy Observatory (NRAO) is recruiting for a Configuration Manager for the Next-Generation Very Large Array (ngVLA) project. The successful candidate will lead the configuration management effort for the project, including product configuration management, project document management and change management. The candidate will help to shape the configuration management policies and procedures and drive the implementation thereof across the lifecycle of the project, from concept definition through design, production and into operations. The Configuration Manager will work closely with the Project Office and the Integrated Product Teams to ensure a close alignment between the latest product configuration and its data and documentation. The Configuration Manager will play an active role to support the establishment of baselines and the management of changes, including the registration, tracking and reporting of changes. The successful candidate is expected to work proactively and independently, under the supervision of the project’s lead systems engineer.

 

The position will be based in either Albuquerque, NM, Socorro, NM or Charlottesville, VA. The NRAO also offers partial teleworking arrangements. A full remote work arrangement may be considered for well qualified candidates.

 

The NRAO Headquarters is located Charlottesville, VA on the grounds of the University of Virginia (www.virginia.edu). The Domenici Science Operations Center is located in Socorro, NM on the campus of New Mexico Institute of Mining and Technology (www.nmt.edu). Socorro is a small, historical city in the Rio Grande Valley, 75 miles south of Albuquerque. The NRAO Albuquerque Office is located in the Science and Technology Park on the South Campus of the University of New Mexico (www.unm.edu).

Key Responsibilities and Job Duties Summary

The key responsibilities and duties of the position includes:

  • Maintain and refine the project’s configuration management, documentation management and change management policies and procedures.
  • Oversee the implementation of configuration management policies and procedures.
  • Structure the product configuration in line with the ngVLA product structure.
  • Manage versioning and serialization of products.
  • Work with product teams to help establish baselines for major milestones of development.
  • Assist the Systems Engineering team with the management of changes to the approved baselines.
  • Manage the workflow of approved changes.
  • Oversee the numbering, versioning and status accounting of project documentation.
  • Work with the CAD teams to integrate CAD development and product configuration data.
  • Report the implementation status and quality of the product configuration to project management.
  • Recruit and manage configuration management staff as required to support the full scale of the project.
  • Conduct regular audits of the product configuration to verify its completeness and accuracy.
  • Take ownership of the configuration management software system and oversee its administration and customization as needed by the project.
  • Train ngVLA project staff on the configuration management policies, procedures and tools.

 

Work Environment

Work is typically conducted in an office environment in a research and development context. Some field work is required during the construction, integration and verification phases of the project.

 

Position Requirements:

 

Minimum Education

Bachelor’s degree in a field relating to configuration management or equivalent combination of experience and education.

 

Minimum Experience

At least 5 years working as a Configuration manager in an integrated project team environment. Experience in implementing configuration management policies and procedures on projects that include significant design, development and production activities.

 

Preferred Experience

Experience in configuration management in application domains similar to radio astronomy, such as radar, communication systems or optical telescopes. Exposure to configuration management in the following technology domains: Radio Frequency systems, digital signal processing, mechanical, software engineering and civil engineering. Experience of working across life cycle phases including: design, qualification, industrialization, production, construction and transition to operations. Experience with configuration management tools. 

 

Competencies

Strong interpersonal, teaming, and leadership skills. Must be able to communicate effectively both verbally and in writing. Attention to detail. Able to be proactive and work independently.

 

Preferred Certification

  • Configuration Management Certification (CMII or similar).
