Background:

In April 2017, Mercy Corps launched the second phase of its Supporting the Education of Marginalised Girls in Kailali (STEM II). Over the course 40 months, STEM II will reach 6,000 in-school and out-of-school girls from 30 communities in Kailali district, in the Far-West of Nepal to improve their learning outcomes and their livelihood prospects. In parallel, STEM II works with 30 schools to improve quality of teaching, establish more child-friendly and girl-friendly infrastructure, and works to promote the participation of parents in school governance.

 

Purpose / Project Description:

Mercy Corps is looking for a consultant to support the creation and refresh/re-design of communication materials on key aspects of the STEM II programme, aimed at both internal and external audiences. STEM II has a number of fact sheets developed already but the programme team is looking to update them, coinciding with the release of the midline evaluation results, with the aim of highlighting good practices arising from STEM II and to increase its visibility both within and outside of Mercy Corps for the remaining of the programme period.

 

Consultant Objectives:

  • Develop an internally and externally focused communications strategy for STEM II
  • Update or create a suite of fact sheets and summary documents about the STEM II programme
  • Identify other activities/practices from the STEM II programme to be captured as case studies or as a fact sheet

 

Consultant Activities:

The Consultant will carry out the following tasks:

Develop an internally and externally-focused communications strategy for STEM II

  • Based on brainstorming session already conducted and further consultations with the STEM II team, develop a communications strategy and work plan for STEM II to increase visibility of the programme within Mercy Corps, and within the NGO and donor community in Nepal and beyond

Update existing or create STEM II communications materials

  • The consultant will update the following materials, in consultation with the STEM II programme team, including findings from the midline evaluation (report forthcoming):
  • STEM II programme summary
  • In-school girls interventions fact sheet
  • Girls’ Transition Fund fact sheet
  • Out-of-school girls interventions fact sheet
  • STEM II monitoring and evaluation approach fact sheet
  • Sexual Reproductive Health Approach fact sheet
  • Summary report of midline evaluation findings

Identify other activities/practices from the STEM II programme to document:

  • Create template (in line with Mercy Corps branding guidelines) for capturing case studies
  • Hold consultations with the STEM II programme team to identify good practices under STEM II to document

Consultant Deliverables:

  • Communications strategy and work plan
  • Updated fact sheets
  • Summary report of midline evaluation report findings
  • Additional good practices to highlight identified and documented

Timeframe / Schedule: 

The anticipated length of this consultancy is a maximum of 25 working days between May and June 2019.

The Consultant will report to: 

STEM II Programme Manager, Mercy Corps Nepal

The consultant will work closely with:

  • STEM II Monitoring, Evaluation and Learning Manager, Mercy Corps Nepal
  • Senior Programme Officer, South and East Asia, Mercy Corps Europe
  • Other STEM II programme team members and Mercy Corps Nepal team members as required

Qualifications

  • At least five years’ experience of working in PR and communications
  • Demonstrated ability to work with clients from a range of cultural backgrounds
  • Strong organizational and presentation skills, attention to detail, ability to meet deadlines, and proficiency in Microsoft Office and other appropriate software
  • Previous experience of working on communications deliverables with the international development sector
  • Excellent verbal and written communication skills in English required
  • Experience of working on girls’ education or gender programming preferred
