The Strategic Logistics Procurement Manager will manage and guide operations teams through strategic changes, including acute humanitarian crises, disaster responses, startup of new country programs and complex programs; Provide technical support and recommendations on key operations functions (i.e. procurement, asset management, fleet management, warehousing and administration); Connect country operations teams to other cross-agency technical expertise, resources and teams to manage operational risk and improve effectiveness; Conduct functional analysis and gap analysis for staffing structure and work-load; Audit response and fraud mitigation; Provide subject matter expertise for agency level projects led by other departments and act as project manager; Develop project concept charters / concept notes and plans utilizing project management software; Develop monitoring tools and software; Facilitate and deliver trainings to field team members on policies, procedures and systems.

Minimum Requirements:

Bachelors degree in Commerce, Business Administration or International Development.

Special Requirements:  

Employer will also accept degrees in Organizational Development and Supply Chain Management. The required degree must include coursework in organizational behavior and management.

Must have 12 months field experience setting up and managing operations processes within a humanitarian non-governmental organization (NGO).

Must have experience in the following, gained through work or as part of or concurrent with education:   Responding to humanitarian emergencies and working in insecure environments; Developing and executing standard operations processes, procedures and systems;   Negotiating with vendors and donors.

Must have knowledge of:  Rules and regulations governing the compliance/regulatory management of grants from US Government and European Commission (EC);   Program management certification, PMD Pro or Prince2; Project management skills in a multi-national setting, involving one or more of the following: procurement, fleet, warehousing, or asset management; Knowledge of audit procedures and documentation.

Living Conditions / Environmental Conditions

The position is based in Portland, Oregon and may require occasional travel to Mercy Corps field locations.

Salary Range:  $52,749 to $81,000/year
