Program / Department Summary

General Position Summary

The Senior Finance Advisor provides short-term senior level finance auxiliary support to the Mercy Corps Yemen office, providing financial management support to all Yemen programs, working collaboratively to ensure compliance with Mercy Corps internal policies and procedures as well as donor regulations. The position is within the Mercy Corps Finance Department and is based in Sana’a, Yemen, though may be required to work remotely from Amman, Jordan, until a visa is secured to work in Yemen.  As part of the Mercy Corps Finance Department, the Senior Finance Advisor will work collaboratively to ensure compliance with Mercy Corps internal policies and procedures as well as donor regulations. S/he works under the direction of the Yemen Country Director, in coordination with the MC Yemen Senior Finance Manager and other finance personnel in the country office and headquarters. S/he is responsible for providing overarching financial management to the Yemen office including but not limited to financial staff capacity building, forecasting, budgeting, financial reporting and grant financial management and compliance. The Senior Finance Advisor is responsible for providing timely reports, including accurate projections and forecasting, and assistance to the Country Director and the Program team to ensure that financial resources in MCY are used efficiently and effectively. 

Essential Job Responsibilities

Strategy & Vision

  • Hire, orient and lead team members as necessary.
  • Train / develop local finance staff and assess finance staffing resources and structure, and make recommendations in line with finalized updated staffing structure


  • Ensure effective, transparent use of financial resources in compliance with Mercy Corps and donor policies and procedures.
  • Support the Sr. Finance Manager to provide monthly management reports to the Country Director and Program Managers, including expenditures by cost center/project, subgrantee reporting and other financial information, in a timely and accurate manner.
  • Develop and update annual fiscal year budgets with the Country Director and develop and implement grant budgeting and forecasting systems with Program Managers.
  • Responsible for development of relevant management systems to ensure that program support functions operate at an appropriate level and in-line with organizational and donor standard.
  • Review and update country office specific policies and procedures to reflect adequate internal controls, including but not limited to: Approval authority matrix, Segregation of duties matrix, Cash management policy, Filing systems etc.
  • Address compliance questions/issues with program staff and for sub-grantees - seek donor approvals as needed in coordination with the Program Director /Manager and Regional Finance Officer;
  • Oversee review of monthly Budget vs. Actual reports with Program Director / Managers including the updating of the support cost projections and facilitation of joint monthly review meetings with program directors, operations, and finance.
  • Provide Finance support for the realignment and/or modification of donor budgets as needed.
  • Update country support budget for use in new country Proposals ensuring adequate coverage for program implementation in all new proposals.

Supervisory Responsibility



Reports Directly To: Country Director

Works Directly With: All Yemen Finance team members, HQ Regional Finance Officer (with authority for technical financial matters); members of Operations, Program Managers, TSU team members, and others


Knowledge and Experience

  • A BA/S or equivalent in accounting or finance required; advanced degree preferred.
  • At least 4 years of progressive financial management experience, including supervisory experience required.
  • At least 4 years’ experience in grants management as well as an understanding of USAID, DFID, GAC, and WFP regulations required.
  • At least 3 years’ international experience required; international NGO/PVO field office experience is preferred.
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Prior management experience and strong organizational skills.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
  • Excellent oral and written English skills required; proficiency in Arabic is
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Previous experience in insecure environments.


Success Factors

The successful candidate will have an ability to interact effectively across international and national program and finance teams successfully, both in a managerial as well as training capacity. S/he will be able to support programmatic objectives with timely and meaningful financial information, have a demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities. An impeccable professional standard of finance and procurement ethics and the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The Finance Manager must be willing to travel regularly to Mercy Corps field offices and project sites. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.


Living Conditions / Environmental Conditions

The Finance Advisor is based in Sana’a, Yemen, though an initial transition period of remote work from Amman, Jordan, may be required while visas are secured. The position requires up to 40% travel to field offices in Taiz and Aden. The location is unaccompanied and insecure. Housing is group accommodation with limited freedom of movement beyond the house/office. Staff have minimal access  services. This position requires 40% of travel by vehicle and UNHAS flights to field offices in insecure environments.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
