Overview of Role: 

Liquid Robotics is seeking a well-organized Capture Specialist to run capture efforts in support of the Business Development organization. The Capture Specialist will report to the Head of Business Development, and will be located in our Herndon, VA headquarters. The Capture Specialist will support the Capture Team Lead (CTL) to manage cross-functional tasking and coordination efforts for LR’s BD pursuits, including with subcontractors and business partners, with a focus on timely completion of all business tasks in support of compliant and timely proposal submissions to LR’s diverse customer base. The Capture Specialist will have a multi-disciplinary focus encompassing all proposal aspects (i.e. technical, financial, schedule, compliance, contracting) to ensure accountability to customer timelines and objectives are well-understood across all supporting teams at LR and our partners.

Essential Duties and Responsibilities:

·        Leads day to day capture management efforts in a deputized role with accountability to the Capture Team Lead. Capture management duties could include, but are not limited to:

·        Creating and maintaining Capture Schedules, inclusive of customer deadlines, internal tasking, partner tasking, and process milestones;

·        Acting as primary Capture Process advocate within LR, holding the organization accountable to deadlines and entry criteria associated with the LR Gate Review Process;

·        Leading BD process adherence and improvement initiatives by reporting capture milestones and performance, and by documenting lessons learned to improve future capture efforts;

·        Coordinating capture efforts cross-functionally in LR (BD, MFG, ENG, OPS, Contracts, GTC, PM, and Deals Desk);

·        Working with the Capture Team Lead to ensure customer requirements (cost, technical, schedule) and proposal requirements (e.g. format, content) are clearly communicated and understood across teams;

·        Adjudicating workload balance conflicts across LR with relevant personnel managers and the CTL to ensure that capture priorities and timelines are met;

·        When necessary, authoring proposals and required deliverables, to include Technical Volumes, Cost Volumes, Basis of Estimates, Program Plans, Statements of Work, Integrated Master Schedules;

·        Supporting LR’s Global Trade Controls efforts as a trained Authorized Individual and by managing priorities and timelines for GTC-related activities, including coordinating with partners and the US Government;

·        Tracking overall company workload and spending on capture efforts;

·        And Acting as the project conduit between BD and the PM organization at LR, ensuring a smooth transition of won captures into the project execution phase.

Required Attributes/Experience

·        Strong technical skills and the ability to learn new information rapidly.

·        Strong presentation, communication, and interpersonal skills.

·        Past experience with proposals and technical writing strongly preferred.

·        Ability to work successfully with cross-functional teams.

·        Must be a self-starter, detail oriented, with strong organization skills.

·        Expertise with Microsoft Office suite. MS Project experience a plus.

·        Prior experience with US Defense-oriented solutions and customers strongly preferred.

·        Prior experience with design and use of unmanned/remote/maritime systems preferred.

·        The “Ocean Gene” is a plus: a passion for anything related to ocean life/activities.

Minimum Qualifications

·        Bachelor’s degree in Business, Engineering, or equivalent.

·        Demonstrated strong skills in task management, organization, and cross-team coordination.

·        3-5 years of professional experience, with emphasis on team coordination duties. Roles as Systems Engineer, Project Coordinator, or supporting capture efforts are preferred.

·        Experience presenting to clients in the BD environment and working directly with clients is a plus.

·        Ability to travel domestic and internationally, up to 20%.

·        Ability to obtain and maintain a security clearance.

·        U.S. Person or Permanent Residency status required.
