Jefferson Solutions, the well-respected government consulting company of the Jefferson Consulting Group, a woman-owned small business, seeks a highly qualified individual to serve as a Senior Acquisition Specialist performing the full range of acquisition services in support of the State Department Bureau of Consular Affairs, Office of Consular Systems and Technology team. These services include, among other things, developing acquisition packages, supporting source selections and providing post-award contract support.

  Responsibilities include:

  • Providing advanced acquisition guidance to federal agencies, and in particular, to the Department of State (DOS).
  • Working with program offices to develop requirements for Statements of Work (SOWs).
  • Facilitating meetings, including working with stakeholders to develop agendas.
  • Conducting market research.
  • Providing cost and price analysis.
  • Developing acquisition documentation, including requirements documents, acquisition strategies, independent government cost estimates, determination and findings, evaluation criteria, and milestone plans.
  • Advising Technical Evaluation Teams.
  • Assisting Contracting Officer’s Representatives (CORs) in ensuring their contracts comply with applicable laws and terms and conditions and that deliverables meet contractual requirements.
  • Assisting CORs with submitting timely Contractor Performance Assessment Reports (CPARs).
  • Assisting CORs with contract close-out.
  • Corresponding and communicating effectively and professionally with government officials.
  • Reporting on project status in internal and client meetings.
  • Reviewing contracts, and preparing award modifications.
  • Performing other job-related responsibilities as assigned.

Qualifications:

  • Security: Current SECRET clearance or able to obtain one;
  • At least 10 year of federal acquisition information technology (IT) experience.
  • Education: Bachelor’s Degree;
  • Proficiency in Microsoft Office, particularly MS Word and Excel and SharePoint;
  • Demonstrated knowledge of the Federal Acquisition Regulation (FAR),
  • Knowledge of Department of State Acquisition Regulation (DOSAR) acquisitions regulatory framework;    
  • FAC-C/DAWIA certification at Level II or Level III and/or NCMA CPCM certification.
  • Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact with program and contracting officials.
  • Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully.

Preferred Experience/Abilities:

  • Experience with or knowledge of strategic and operational support in procuring information technology (IT) services and systems.
  • Experience with contract management systems.
