IREX is an independent nonprofit organization dedicated to building a more just, prosperous, and inclusive world by empowering youth, cultivating leaders, strengthening institutions, and extending access to quality education and information.

Comunitatea Mea (CM) is a 5-year program funded by the United States Agency for International Development (USAID) and administered by IREX. The program’s purpose is to improve the capacity of local public authorities (LPAs), including their ability to work inclusively with citizens and civil society, to increase revenues, improve financial management practices, build stronger checks and balances between the central and local governments, and facilitate public-private partnerships and inter-municipal cooperation.

The Comunitatea Mea Program has four interrelated components:

  1. Improved quality and access to municipal services;
  2. Citizens meaningfully engaged in local governance;
  3. Decentralization policy reforms advanced; and
  4. Increased locally-owned revenues and improved financial management practice.

Component 3 activities include providing support to Moldovan authorities in their efforts to strengthen and rationalize the institutional and policy framework for local service delivery and democracy.

 

POSITION SUMMARY

IREX seeks a Specialist/Consultant in national/regional waste management systems and processes to: (1) support Moldova's Ministry of Agriculture, Regional Development and Environment in developing a new action plan for implementation of the National Waste Management Strategy; (2) to develop a new national methodology for calculating consumer tariffs for waste management services; and (3) to develop a comprehensive Guide for Local Public Authorities in setting up and managing a waste management service in their communities.

Expected duration of assignment: approximately 35 days (during May – July 2020, with the possibility of extension and renewal)

 

DUTIES AND RESPONSIBILITIES

  1. Support the Ministry of Agriculture, Regional Development and Environment in developing a national waste management action plan
  • Meet (in person or remotely) with the Ministry point of contact, CM point of contact and other relevant staff to determine expectations for the action plan’s format, level of detail, and main stakeholders for the plan’s development, approval and implementation.
  • Conduct desk review of relevant policy documents, assessments, and implementation documents relevant to waste management strategy and processes in the Republic of Moldova.
  • Conduct summary evaluation of previous action plan on the implementation of the National Waste Management Strategy in Moldova. Determine actions that were implemented, actions that were partially implemented, and actions that were not implemented. Through on-line informant interviews and desk research, determine reasons for non-implementation or partial implementation.
  • Develop approach for developing a new action plan, based on latest developments in waste management in Moldova and lessons learned to date.
  • Facilitate participatory planning discussions (in person or remotely) with the Ministry working group, local public authorities, NGOs and other relevant stakeholders.
  • Draft action plan based on discussions and conclusions of the planning discussions.
  • Present the draft action plan to the Ministry working group, discuss feedback and make necessary revisions. Presentation can be done on-line.
  • Submit the final draft action plan to the Ministry of Agriculture, Regional Development and Environment.
  1. Support the Ministry of Agriculture, Regional Development and Environment in developing a national methodology for calculating consumer tariffs for waste management services.
  • Meet with the Ministry point of contact, CM point of contact and other relevant staff to determine expectations for the methodology format, level of detail, and main stakeholders for the methodology’s development, approval and implementation. Meetings can be conducted on-line.
  • Conduct consultations with experts and desk review of documents relevant to waste management system and costs associated with providing waste management services in Moldova.
  • Draft national methodology for calculating consumer tariffs for waste management services in Moldova.
  • Facilitate discussions with local and central public authorities, NGOs and other relevant stakeholders on waste management tariffs. Purpose of the workshop is to determine effective approach in tariffs implementation and to build consensus for the proposed methodology. Discussions can be conducted on-line. CM will assist in making arrangements.
  • Review methodology based on stakeholder consultations.
  • Submit the final draft methodology to the Ministry of Agriculture, Regional Development and Environment.
  1. Develop Guide for Local Public Authorities on setting up and managing a waste management service in their communities.
  • Meet with a representative group of local public authorities to determine expectations for the Guide’s format, level of detail, and main stakeholders for the guide’s development and implementation. Meeting can be conducted online. CM will assist in making arrangements.
  • Meet with the Ministry of Agriculture, Regional Development and Environment to determine best approach in integrating local waste management service into the regional/national waste management system.
  • Conduct desk review of documents relevant to setting up and managing waste management services in local communities.
  • Draft Guide for Local Public Authorities on setting up and managing a waste management service in local communities.
  • Consult the Guide’s proposed approach with a representative group of local public authorities.
  • Submit the final Guide to CM.

Deliverables:

  • Summary evaluation of the National Waste Management Action Plan implementation (2013-2018) and proposed methodology for developing a new action plan.
  • Agenda of the planning workshop for national waste management action plan and proposed list of participants.
  • Draft 1 of the National Waste Management Action Plan for 2020 – 2025.
  • Final draft of the National Waste Management Action Plan for 2020 – 2025.
  • Draft 1 of the national methodology for calculating consumer tariffs for waste management services.
  • Agenda for consultation workshop on the proposed methodology for calculating consumer tariffs for waste management services.
  • Final draft methodology for calculating consumer tariffs for waste management services.
  • Draft Guidebook for Local Public Authorities on setting up and managing waste management services in local communities.
  • Agenda for consultation workshop with local public authorities on the proposed approach in setting up and managing a waste management service in local communities.
  • Final Guide for local public authorities on setting up and managing a waste management service.

Reporting: the consultant will submit bi-weekly reports (in English language) during the entire duration of the assignment.

Please note: Deliverables are subject to amendment based on consultation outcomes; further guidance and amendment of the deliverables might be undertaken during the assignment, as needed and discussed. Except for bi-weekly reports, language for each deliverable under this assignment will be determined after selection and before contract signing.

Organizational Setting:

The Consultant will work under the overall guidance of the CM Chief of Party and direct supervision of the Policy and Research Manager.

Inputs:

The Program staff will provide the consultant with the necessary information and materials for the fulfillment of tasks.

Confidentiality:

Materials provided to the consultant and all proceeding the consultancy contract shall be regarded as confidential, both during and after the consultancy. Violation of confidentiality requirements may result in immediate termination of contract.

SKILLS AND EXPERIENCE

Required Abilities and Experience 

  • Extensive experience (at least 3 years) in setting up, implementing, or evaluating waste management systems and processes (national/regional/local).
  • Proven experience in developing policy and implementation documents related to waste management systems and processes (strategies, action plans, legislation, guidebooks etc.).
  • Fluency in English language.

Preferred Abilities and Experience

  • Experience in training and facilitating participatory workshops.
  • Experience in working with national and local public authorities.
  • Knowledge of Romanian and/or Russian language.


EVALUATION CRITERIA 

To qualify for this consultancy, candidates must have the qualifications and experience in setting up, implementing, or evaluating waste management systems and processes (national/regional/local) and proven experience in developing policy and implementation documents related to waste management systems and processes (strategies, action plans, legislation, guidebooks etc.).

Candidates who have the required abilities and experience will be more competitive if they can also demonstrate experience and skills listed under “Preferred Abilities and Experience."
