IREX seeks qualified candidates for the position of Senior Program Officer to provide strategic and administrative support to the management of a project supporting leaders in communities across the Middle East and North Africa in implementing alumni engagement activities related including community and entrepreneurial projects and developing professional and leadership skills. The Senior Program Officer oversees planning and day-to-day operations, provides financial oversight, supervises staff, supports technical aspects of programming, supports the professional development of staff, and contributes to new business development. This work will involve travel.

DUTIES AND RESPONSIBILITIES

  • Represents Leadership Practice interests both within and outside of IREX;
  • Provides management and oversight of a portfolio of program components including managing the design and implementation of multiple large-scale conferences for multi-country participants;
  • Manages, monitors and adjusts programs to ensure high quality program deliverables and results are being met;
  • Leads effective relations and coordination with program donors and partners;
  • Makes decisions and provide solutions to implementation obstacles;
  • Manages program budgets, including analyzing projections vs actuals, forecasting and recasting, reviewing domestic and foreign expenditures, and maintaining projections in financial management system;
  • Ensures all fiscal and performance activities are in compliance with IREX policies and procedures and funder regulations;
    Drafts complex documents, including program reports and evaluations;
  • Manage program data and application systems, develop data management standards, train staff and oversee compliance;
  • Negotiates, manages and monitors sub awards, contracts, consulting agreements with program partners;
  • Develops and oversees program material, including design of program workshops and manuals;
  • Manage program monitoring, evaluation, learning, and impact reporting;
  • Provides supervision, mentoring and guidance to assigned staff in multiple countries;
  • Guides program publicity and outreach;
  • Other duties as assigned

  SKILLS AND EXPERIENCE

  • University degree in relevant field, masters preferred;
  • Strong background and experience in international development with a significant portion working with USG funded projects;
  • Demonstrated program management experience and ability to lead staff in setting goals, prioritizing tasks, and developing efficient administrative practices;
  • Demonstrated understanding of and experience with level of effort projections, financial management, project budgeting and forecasting;
  • Experience with performance monitoring and evaluation plans and development of and monitoring of results framework;
  • Knowledge of and experience working in network and alumni engagement, professional development programming, and leadership engagement; ability to draw upon sound knowledge of the field, best practices, and funder and IREX approaches to enhance program implementation;
  • Experience working with local counterparts on capacity building and knowledge transfer activities;
  • Ability to establish successful collaborative, cross-cultural working relationships with a broad range of stakeholders, including private sector, government, and local organizations;
  • Experience with project design, grant management, and proposal development;
  • Excellent organizational and analytical skills;
  • Ability to travel to and within countries in MENA region; experience living or working in region strongly preferred;
  • Experience in mentoring, coaching, or other relevant leadership development work with young professionals;
  • Strong computer skills, including experience with data management platforms and understanding in how to use technology to enhance program implementation;
  • Excellent verbal and written communication skills in Arabic required;
  • Excellent verbal and written communication skills in English required.
