Chief of Party, USAID Local Governance Program (Comunitatea Mea)

IREX seeks senior-level Chief of Party candidates with experience managing diverse teams on large, complex democratic local governance and decentralization programs for an ongoing USAID-funded program in Moldova. Successful candidates will also demonstrate technical expertise on proven approaches to implementing policy reform; strengthening  the institutional capacities of public sector entities at all levels; inclusive local budgeting and economic development planning; more effective municipal management, including communal enterprise operations and infrastructure development; and connecting  active civic engagement to civil society-led institutional reform initiatives. The Chief of Party is a senior leadership position with overall responsibility for meeting program objectives and program quality standards; ensuring financial and procurement compliance; and representing IREX before donors, peers and host country entities. 

Summary of Responsibilities: 

  • Provide vision and strategic leadership of current program in Moldova focused on local governance, including but not limited to administrative and fiscal decentralization, public administration and civil service reform, public service delivery, citizen engagement, social accountability and anti-corruption  
  • Manage and mentor a large staff comprised of multiple teams so that they collaborate effectively in developing and executing annual implementation plans to achieve both program milestones and targets 
  • Assure management quality and compliance consistent with all IREX, USAID, and host country policies, procedures and standards relative to financial accountability, procurement, budget maintenance, and cost share requirements  
  • Serve as IREX’s primary liaison with USAID, Moldovan Government entities, peers and other partners, developing and maintaining effective relationships  
  • Promote cultivation, sharing, and use of international best practices and lessons learned on democratic local governance and decentralization on issues relevant to Moldova 
  • Build local staff capacities in democratic local governance and support of policy reform implementation 
  • Assure quality of long- and short-term technical advisors’ deliverables 
  • Manage performance and meet all donor and IREX monitoring, evaluation, learning and reporting requirements 
  • Liaise regularly with IREX headquarters, represent IREX publicly, and contribute to the achievement of its global strategy 

Required Knowledge, Skills and Qualifications: 

  • Master’s Degree or equivalent in Public Policy, Public Administration, Business Administration, Economics, Political Science, Urban Planning, Sociology or related field strongly preferred 
  • Minimum 10 years of relevant experience in promoting democracy and governance issues in Eurasia, such as decentralization, democratic local governance, anti-corruption, civic engagement, public administration, and/or policy reform required   
  • Minimum of 8 years of experience managing donor-funded activities required; USAID experience strongly preferred  
  • Experience working as a Chief of Party in Eurasia required   
  • Experience in managing subawards and procurements, including construction projects involving strengthening local governmental entities’ and civil society organizations’ capacity required 
  • Demonstrated successful experience in establishing and nurturing strong relationships among international organizations and (sub-) national governments 
  • Excellent interpersonal, cross-cultural and diplomatic skills and the ability to lead and work inclusively with a diverse team 
  • Experience mainstreaming gender equality and safeguarding in all aspects of programming and operations in the workplace strongly preferred 
  • Ability to establish strong working relationships with senior officials in government, with civic leaders, businesspeople, and international donors  
  • Demonstrated ability to lead and build staff capacity, manage budgets, and plan strategically and creatively to meet specified objectives 
  • Fluency in written and spoken English required; professional proficiency in Russian or Romanian strongly preferred
