Working with stakeholders, USAID Pre-Service Teacher Education in Jordan Program is supporting partner public Jordanian Universities (University of Jordan, Hashemite University, Mu’tah University, Yarmouk University) to successfully implement a pre-service teacher education program. The first cohort has been completed enrolled students are currently in their second cohort of the diploma. Concurrently, IREX is also supporting the Government of Jordan to raise the status of the teaching profession and improve its systems, policies, and practices related to preservice teacher education. 

Consultancy Summary

The consultant will work with one or a maximum of two of the partner universities over the estimated period of one semester (up to 6 months) to support the development of systems and processes, and to collect evidence to allow the university to apply for CAEP accreditation. In addition, the consultant will support the program by supporting implementation of key recommendations gained from IREX’s existing self-assessment process and sustainability roadmap, and facilitating organizational systems improvement, program quality, and sustainability of the new pre-service teacher education programs and its aims. It is expected that the consultant will reside in the city of the assigned university.

Duties and Responsibilities

Working closely with the Program’s technical team and reporting to the University Partnership Manager, the consultant will work on the following areas:

  • Working with one or two partner universities and in collaboration with the IREX CAEP consultant to develop systems, processes and be responsible for collection of evidence to support CAEP Accreditation,
  • Assess current university systems using the IREX HEIQAT findings as a basis, make recommendations and oversee implementation.
  • Facilitating cultural change within the education college to support evidence-based decision-making, student-centered learning and enhanced used of technology in the classroom
  • Working with the assigned partner university to identify performance improvement solutions/technical assistance needed to make and sustain desired performance improvements and writing a term of reference for this work  
  • Build capacity within the University using the 12-month IREX sustainability roadmap as the framework for technical assistance
  • Writing monthly assessment and progress reports in both English and Arabic languages in line with the action plan.

Skills and Experience

Required Abilities and Experience

  • Minimum of 10 years of High Education Quality Assurance and Accreditation experience
  • Experience working with Higher Education institutions within the Arab world
  • Strong English writing skills.
  • Arabic speaker

 Preferred Abilities and Experience

  • Experience of training and capacity building within a university

Evaluation Criteria

To qualify for this consultancy, candidates must have the qualifications and experience in each of the areas listed under “Required Abilities and Experience,” and be able to provide examples for these. They must have excellent Arabic and English skills.

Candidates who have the required abilities and experience will be more competitive if they can also demonstrate experience and skills listed under “Preferred Abilities and Experience,” and especially if they are familiar with types of partners and settings within which IREX works.
