Description

Horizon Industries Limited (HIL) is a dynamic IT and Management Consulting firm based in the Washington, DC area. We are currently seeking a Project Manager for a full-time position in Vienna, VA, supporting a Federal Agency.

Job Description:

Duties of a Project Manager may include:

  • Manage Tier 2 and Tier 3 development team in a software O&M environment
  • Responsible for tracking and reporting of cost, schedule and performance measures and requirements as well as risk identification, monitoring, and mitigation
  • Provide technical leadership, mentoring, and guidance to team members
  • Work to refine desired scope and develop a basis of estimates for planned work, including identification of objectives, time frames, risks, costs, and manpower estimates
  • Organizes, directs and manages development services and has ultimate responsibility for tasks and team performance
  • Maintain the team staffing plan, conduct performance reviews, draft position descriptions, and review and assess candidates 
  • Coordinate with the Program Manager and SMEs to develop and execute technical strategy.  Ensure that the technical strategy is communicated to the Team and it is tracked
  • Responsible for submitting weekly reports detailing tasks, risks, and project financials
  • Maintain and review program financials with the Program Manager, to include ETC’s and profitability metrics. Make recommendations for corrective actions as appropriate
  • Provide input to the Program Monthly Review (PMR) slide deck and Monthly Status Report (MSR), to include necessary program performance metrics

Required Skills / Experience:

  • Bachelor’s degree in IT Systems Management, Business Administration, Contract Administration or equivalent
  • 5 years of Project Management experience with software development and managed service support
  • PMP certificate
  • US Citizenship is required
  • Proficiency in JIRA, Sharepoint, Serena, MS Project, Excel, Power Point required
  • Proficiency in Appian, MySQL, and Stored Procedures highly desired
  • Experience leading and motivating a team
  • Ability to discuss technical issues with non-technical, executive-level government officials , and works effectively at all levels in an organization
  • Experience with Agile (Kanban, Scrum, etc)
  • Experience in leading or managing development projects on various development technologies, not limited to, Microsoft development stack – C#, ASP.NET, SharePoint 2013, CRM, or VB.NET, and Open Source stack - Drupal and Java, and various database management systems – MS SQL Server 2008/2012/2014 R2, or Oracle 10g/11g/12c, etc. Appian is preferred.
  • Proficient in development of plans, assigning tasks, monitoring performance, communicating progress, resolving conflicts, and escalating issues
  • Exceptional written and oral communication skills, and strong business writing ability
  • Ability to establish and maintain strong relationships with the client and team members

Desired Certifications:

  • ITIL Foundation certificate
  • Certified Scrum Master (CSM)  

Education: BS degree in CS, Information Systems, Engineering, Business, or a related technical field and 4+ years of experience with information security, BA or BS degree in CS, Information Systems, Engineering, Business, or a related technical field and 2+ years of experience with information security, or MA or MS degree in CS, Information Systems, Engineering, Business, or a related technical field
