Position Title: Personnel Recovery (PR) Operations Support Coordinator

 

Location: National Capital Region (Washington DC, Springfield, VA)

 

Security Clearance Level: Secret clearance with the ability to obtain Top Secret clearance

 

Description and Qualifications: 

 

The PR Operations Support Coordinator is a subject matter expert (SME) and must have an extensive background in personnel recovery guidance, coordinating architecture,

accountability systems and personnel tracking technologies. The individual must demonstrate capability to provide technical support, equipment integration, and management techniques to identify emerging requirements for Personnel Recovery initiatives.

 

The PR Operations Support Coordinator must have a minimum of two years’ experience in the PR field and at least four years of specialized experience in emergency communications and tracking technologies, information technology, and programming metrics, of which one year must be within USAID, supporting the current PR program, and must possess and demonstrate at the professional level the below skills sets:

 

  1. Verbal and written communication skills: Must be capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with both internal and external government agencies. Must be proficient in crafting all types of correspondence to reach their target audience with clarity and comprehension, to include the senior management level. Must be skillful in giving briefs, guidance, and assistance on all PR issues, policies, procedures, and methodologies to a diverse audience.
  2. Sound time management practices: Must be able to meet deadlines and exercise efficiency in planning, prioritizing, and accomplishing tasks relating to PR operations, specifically:
  • Ability to provide positive solutions using approved hardware and software in meeting PR operational objectives
  • Produce USAID metrics reports in support of PR Program requirements
  • Develop and maintain PR Program metrics collection and reporting processes
  • Create and maintain Mission follow-up reports on PR equipment usage
  1. Training Skills: Must demonstrate the ability to effectively teach through a prescribed syllabus on personnel recovery to a diverse audience. Specific responsibilities include:
  • Develop training aids
  • Prepare course materials
  • Conduct practical application assessments
  • Present PREEMPT and PRO training IAW Course of Instruction documents

 

Duties and Responsibilities

  • Responsible for the development and implementation of PR program operations initiatives, in coordination with the PR Coordinator, which include:
    • PR communications
    • Personnel tracking systems
    • Mission specific PR Officer (PRO) programs
    • PR equipment inventory
    • Evaluation metrics
    • Information Technology (IT)
    • Select interagency liaison activities.
  • Monitor and track satellite and cellular based PR program personnel tracking systems including DoS Gotham system
  • Monitor and track PR communication equipment, and other PR related equipage, issued to USAID Missions
  • Produce periodic PR communications and equipment status reports
  • Utilize USAID procurement procedures to assist the contractor’s logistics team in the procurement and shipping of PR Program equipment
  • Manage the initial set-up, configuration, and operating procedures of PR communications devices in support of USAID PR program
  • Identify, document, and present solutions to technical problems related to PR communication systems
  • Compile and disseminate inventory reports
  • Manage and maintain software applications in support of PR Program databases and resources
  • Identify and present solutions to technical problems related to word processing, spreadsheets, and database maintenance including Huddle and USAID applications
  • Diagnose, troubleshoot and resolve end user and system-related issues to ensure PR Program effectiveness
  • Act as the PR program point of contact for USAID Mission Personnel Recovery Officers (PRO)

Position Requirements

  • Be proficient in programming and troubleshooting two- way and one-way technical communication equipment including satellite and cellular based systems
  • Ability to develop, design, and implement program metrics relevant to technical equipment use and training
  • Must be proficient in all aspects of administrative operations
  • Must have demonstrated experience with procurement and supply chain procedures
  • Demonstrated working knowledge of Microsoft operating systems, to include Word, PowerPoint, and Excel, as well as Huddle, Google mail, and social media applications
  • Must be proficient and experienced in information technology hardware, database system development, and software

Physical Requirements

  • Must be able to physically stand, kneel, and bend for long periods of time and have the ability to climb ladders with dexterity in both hands
  • Must be able to lift a 50-pound item to waist height 30 pounds over the head
  • Must have 20/20 vision with corrective lenses if necessary
  • Must have acceptable color vision and have acceptable depth perception
  • Must be physically able to travel to and operate in potentially dangerous, overseas environments
  • Must be physically able to walk distances up to five miles in a variety of adverse environments while carrying a 30-pound backpack
  • Must have the ability to hear normal conversation, alarms, and warning signals with corrective devices if necessary
