Description

Responsibilities:

  • Lead assigned tenders from opening to closing
  • Occasionally participate into or lead technical submissions, RFQ and RFP phases on major projects
  • For each assigned tender, develop and implement a full bidding strategy and seek approval from General Manager
  • Coordinate tasks with the Senior Estimators and General Manager
  • Interpret and analyze project drawings, specifications, various reports and other relevant documentation
  • Perform detailed and accurate quantity take off from tender documents
  • Identify applicable scope of work, constraints, risks and opportunities
  • Participate in project site visit as required
  • Conduct detailed analysis of the contract specifications, to determine overall project requirements (bonding, insurance, milestones, etc.)
  • Careful monitoring of published agendas that may alter the scope of work, budget and schedule
  • Communicate with customers, subcontractors and suppliers to obtain required clarifications on the tender files
  • Establish a detailed critical path schedule in accordance with the specified progress milestones
  • Identify subcontracted scopes and seek prices from qualified subcontractors and suppliers with support from Purchasing Team
  • Review and understand applicable labour union agreements and their impact on the project’s costs
  • Establish the costs associated with the project: labour, equipment, materials, rentals, subcontracts and indirect, using the “bottom-up estimating” principles
  • Confidently lead the preparation of the final tender documents for submission while ensuring accuracy and compliance prior to deadline
  • Develop and maintain relationships with partners, subcontractors, designers and customers to secure new business and foster existing relationships
  • Prepare Bid Review and Risk Committee documents for presentation to Senior Management
  • Lead Bid Closing, Bid Handover and Lessons Learned meetings as required
  • Upon Project Award, support Project Team during the pre-planning phase

Skills:
  • Proficient in MS Excel / Word / Project
  • Proficient with major estimating software (HCSS Heavy Bid)
  • Ability to read and understand construction drawings and contract documents
  • Working knowledge of contract language / Terms and Conditions / Bonding etc.
  • Strong organizational skills – effective under pressure

Qualifications:

  • Minimum of 4 years of experience in Estimating (Heavy Civil sector)
  • Previous field experience in the construction industry (3 years)
