ECC is seeking a Logistics Analyst. This position is responsible for ECC Project-Level procurement, subcontract, and compliance administration with some Prime Contract Administration support. In this position, you will:

  • Perform ECC Project-Level procurement and logistics duties including assistance with source selection, cost and price analysis, completion of procurement memoranda, and entering of purchase orders in accordance with Dept. Policies & Procedures.
  • Facilitate prequalification of potential Logistics, Subcontract and vendor partners.
  • Assist with the planning, assembly, and distribution of RFP packages to prospective partners in support of ECC proposal efforts.
  • Utilization of the ECCONET RFP Construction Tool for RFP efforts.  Train ECC staff on how to utilize the RFP system

 

  • Typical Project Logistics & Shipping support duties include:
    • Scheduling of pick-ups and deliveries in compliance with contract requirements and compliance with FAR/DFAR.  Shipments could be CONUS and OCONUS- this includes ocean, land and air transport via commercial lanes and in some cases barge lanes or charters
    • Coordinating insurance for conveyances and cargo.
    • Support and advise subcontractors with respect to shipping and logistics.
    • Be logistics lead on the Capture Team for a proposal - Support ECC proposal efforts with respect to identifying forwarders, preparing scope sections, etc..
    • Visit warehouses and project sites when large shipments are performed
    • Assist with equipment rentals, consumable purchases, Capital Expense purchases, etc.
    • Recommend improvements to existing or planned logistics processes

 

Requirements

  • At least 1 year of directly related work experience within logistics including working with inventory control processes, materials planning, scheduling and supply chain
  • Working knowledge of asset and materials management
  • Knowledge of international business practices
  • Understanding of INCOTERMS and ability to explain to other team members difference in INCOTERMS
  • Competent in using Microsoft Office products (Particularly Excel), email systems, and Windows
  • Ability to multi-task with a high degree of autonomy
  • Ability to communicate in written and verbal formats through appropriate channels
  • Education - This position requires a Bachelor’s degree preferably in Supply Chain, Materials Management, International Business, or Construction Management. Equivalent combination of education and experience may be substituted for this requirement.

Preferred Qualifications

  • Proficiency in Primavera or Microsoft Project
  • Working knowledge of FAR and DFAR clauses pertaining to shipping and procurement
  • Two years of experience in the Construction Industry
  • Multilingual skills
  • Familiarity with Project Management Institute (PMI) and Institute of Supply Management (ISM) processes
  • Possession of a Security Clearance
