Design Build and Construction Burlingame, California


ECC is seeking a US Fish and Wildlife Biologist to support the US Air Force during the construction effort of new runway at Travis AFB.  Project scope entails reconstructing existing runway and as a result we need to protect the environment and endangered species during construction.   Project duration expected to be Spring 2022 through summer 2024. In this position, you will:

  • Conduct preconstruction surveys at project location for all ground disturbance areas, buffer area, staging and haul routes per contract requirements.  Identify sensitive habitats (such as CTS burrows) to determine whether any federally listed species or habitats may be present prior to the start of construction. Repeat surveys as necessary.
  • Prepare relocation plan for the California Tiger Salamander (CTS) and submit for review and approval.
  • Monitor area during construction activities to ensure compliance with all applicable avoidance and minimization measures required to protect federally listed species and their habitats. Stop work activities if federally listed species are found that may be affected by the work, notifying the Service per required procedures.
  • Conduct environmental awareness training for all construction personnel working within and near sensitive habitat on base.
  • Provide orientation and training to include briefing on environmental issues relative to the project, legal status, biology, habitat needs, distribution, and compliance requirements for the federally listed species that may inhabit the area. Document and maintain training per contract requirements.
  • Ensure the installation of proper erosion control measures (e.g. straw waddles, silt fencing, ec.) before the initiation of construction activities, wetlands/drainages/vernal pools, and aquatic features in the buffer zone.
  • Ensure that environmentally sensitive areas will be designated with fencing and that the precise location and orientation of the erosion control features are shared to reduce the chance that transitory species will be impacted.
  • Full time position for duration of project starting in Spring 2022.

  • Professional experience / knowledge with species and habitats that may be affected by the project to include species-specific workshops, symposia, and courses.
  • Experience handling an adult California Tiger Salamander (CTS) and shrimp species and identifying them in natural habitat.
  • Must be able to accurately identify vernal pool crustaceans with potential to occur in the project area
  • Must be able to positively identify the Contra Costa goldfields species and differentiate it from other vernal pool species occurring in the project area
  • Participation in wetland/vernal pool workshops, symposia, and courses covering the habitat for the listed species (crustaceans, Contra Costa goldfields)
  • Professional experience with biological monitoring with experience with all species that are potentially affected by the project
  • US Fish and Wildlife Service (USFWS) approved Biologist
  • Must be able to obtain and maintain military base pass as required
  • Current US Driver’s license and good driving record
  • Travel required: Travel is expected to be limited
  • Education:  Bachelor's Degree in the Biological Sciences or suitable natural resource science discipline.
