UXO Technician I

ECC is looking for a UXO Technician for a temporary position which is expected to start in January 2020 and last until August 2020. This position is responsible for performing at the minimal level for munitions response and unexploded ordnance (UXO)-related operations. Such operations include, but may not be limited to: military munitions responses, range clearance activities, range maintenance, inspection and certification of munitions debris and range-related debris being considered for transfer or release from DoD control, munitions/UXO disposal operations. This position is primarily responsible for the operational execution of DoD and ECC related policies, standard operating procedures, and practices that support the requirements and goals of the project

Under the direction and supervision of UXO Technician II and above UXO-qualified personnel, UXO Technician I personnel must be able to perform the below functions:

  • Conduct visual and/or detector-aided UXO and discarded military munitions (DMM) field search activities
  • Locate subsurface UXO and DMM by operating geophysical detection instruments and related equipment
  • Perform field maintenance and calibration checks on geophysical detection instruments and related equipment
  • Remove non-hazardous munitions debris and range-related debris, only after a UXO technician has inspected such items, or UXO qualified personnel and determined to be safe for handling
  • Perform site/area security functions
  • Reconnoiter and classify UXO and DMM
  • Identify all types of military munitions and determine their condition, armed or unarmed
  • Excavate subsurface UXO and DMM
  • Move and/or consolidate UXO that has been determined acceptable for movement within a Munitions Response Site (MRS) or Munitions Response Area (MRA), but not over public traffic routes
  • Transport demolition materials and/or UXO and DMM that have been determined safe for transport over public traffic routes, when required
  • Prepare firing systems, both electric and non-electric, for demilitarization operations
  • Operate personnel decontamination stations
  • Assist in the inspection of Material Potentially Presenting an Explosive Hazard (MPPEH) for the presence of explosive hazards
  • Construct UXO-related protective works
  • Escort non-UXO technicians’ onsite within exclusion zones
  • Inspect MPPEH for the presence of explosives safety hazards
  • Perform field collection procedures to identify contaminated soil
  • Properly store explosive materials per applicable guidance
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position


Proficiency Requirements

This position requires the following:

  • Ability to communicate in written and verbal formats
  • One year of relevant work experience
  • Will need DBIDS passes
  • Will require a current Passport and Current and Valid Federal Approved State Driver’s license. 
  • Education- This position requires a high school diploma. Equivalent combination of education and experience may be substituted for this requirement. Successful completion of:
    • Formal course of instruction appropriate to this skill level, such as the US Army or US Navy EOD Assistants Course, or an accredited UXO Technician Level I training program.    
    • OSHA 40-hour HAZWOPER training and, as applicable, annual 8-hour HAZWOPER Refresher training


Preferred Proficiency Requirements

  • Proficiency in operating a certain types mechanical equipment, such as dozer, backhoe, loader, track hoe, gravel sifting plants, etc.
  • First Aid training
  • Proficient in the use of a personal data assistant (PDA)
