ECC is seeking qualified candidates for Program Manager to support our Environmental efforts in Western US, Pacific and Alaska. Candidates are preferred to be located in the Southern California area (San Diego/LA) who have a strong relationship with NAVFAC and/or USACE on Environmental Remediation contracts are highly desired, but other qualified candidates located on the west coast will be given serious consideration. This position will help grow ECC’s environmental service line with our U.S. DOD clients in the western United States and the Pacific Rim In this position you will:

  • Effectively oversee program operations standards for high quality internal and external client program standards.
  • Insure adequate client satisfaction with our operational execution especially in regard to change management and invoicing systems.
  • Monitor and insure adequate net margins are being realized on the IDIQ task orders. Develop and assist in implementing corrective action plans with the operations managers where needed.
  • Monitor project level performance for client price, scope, schedule and assist PMs in increasing cost performance.
  • Identifying new projects (within programs or stand-alone single opportunities) to pursue
  • Identifying new programs, markets and geographic areas to penetrate to maximize utilization of the program’s contract(s)
  • Ensure adequate backlog in the program working with BD and operational groups to win the right work
  • Plan and manage activities of designated project to ensure that goals or objectives of project are accomplished within prescribed time frame and funding parameters
  • Provide team leadership, technical leadership, budgeting, scheduling, and interface with customers
  • Manage all projects within the business line or program to ensure acceptable profit margins while meeting customer requirements
  • Efficiently manage program costs (direct and overhead) to maintain/optimize profitability
  • Maintain open lines of communication with customers to ensure client concerns on performance and payments are resolved
  • Review project proposal or plan to determine time frame, funding limitations, procedures for accomplishing project, staffing requirements, and allotment of available resources to various phases of project
  • Ensure maximum Safety policies in all areas of responsibilities
  • Obtain maximum CPARS ratings for projects
  • Maintain and report on program contract vehicle status and statistics
  • Grow and maintain key subcontractor relationships
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to this position

Requirements

  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
  • Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
  • Ability to work with company cost tracking (EZ TRAC/ Cost Point) and accounting system
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and
  • Ability to interact with Government decision makers to forecast upcoming workload to existing and new programs
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
  • Proven ability to implement programs to address complex needs and problems
  • Capable of communicating with persuasiveness and exercise effective negotiation techniques as needed
  • Skilled in interfacing with executive management to obtain support and required resources
  • Competent in using Microsoft Office products, email systems, and Windows
  • Ten years experience working with government agencies (i.e., DoD, DOE)
  • Five years successful project management experience with emphasis on management of costs, schedule, communication, and application of other project resources
  • Travel: Must be able and willing to travel periodically, typically less than 75% depending on the needs of the company.
  • Education: This position requires a bachelor’s degree in engineering, construction management, geology, chemistry, or science discipline.  Equivalent combination of education and experience may be substituted for this requirement.

Preferred Qualifications

  • OSHA construction safety or 40-hour OSHA HAZWOPER, 8-hour HAZWOPER supervisory and 8-hour HAZWOPER annual refresher training
  • CERCLA, RCRA Experience – RI/FS, Environmental Restoration and Environmental Compliance under US DoD and equivalent programs
  • Investigation and Remediation experience under CERCLA, RCRA, TSCA and similar/related regulatory programs
  • Emerging Contaminants (e.g., PFAS) Investigation/Remediation experience
  • Regulatory Expertise (US EPA Regions 9 and 10, and CalEPA)
  • Experience with cost tracking and accounting systems, such as EZ TRAC and Cost Point
  • Applicable professional registration (e.g., PE, PG, RA, CEM, etc.)

Benefits Offered – full-time position

ECC targeted salary range for the state of California area is $105,715 to $144,550 annually. 
Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
