Business Systems Solution Manager with Medicare Advantage Expertise

General Summary:

Dynamic’s Business Systems Solution Manager is focused on the definition of the functional, usability, reliability, performance, and support requirements of new and existing features of our Medicare Advantage management SaaS products. We are seeking a highly motivated manager who can work well independently as well as in a team environment. In the Business Systems Solutions Manager role, you will demonstrate an expertise with health plan payer systems, and specifically Medicare Advantage, including enrollment, reconciliation, premium billing, risk adjustment, Part D, and encounter reporting and management.

  • Plans and prioritizes product feature backlog and development for the product
  • Defines product roadmap and growth opportunities 
  • Assess value, develops cases, prioritizes, and identifies related stories and themes to ensure work focuses on those with maximum value that are aligned with product strategy
  • Provides backlog management, iteration planning, elaboration and decomposition of the user stories.
  • Identifies technical constraints to the proposed software solution and reports impact on other systems and workflows
  • Hires, supervises, coaches, and disciplines Business Analysts as needed
  • Communicates with cross functional teams to, coordinate requirements, design, and enhancements for product design
  • Fosters open communications and ensures effective and positive working relationships with coworkers, users, and vendors
  • Works with QA to develop test plans, validates developed features against testing criteria for functional and non-functional requirements
  • Becomes technical subject matter expert for one or multiple application modules, while ensuring product knowledge sharing and cross-training among Business Analysts
  • Reports project status updates upon request to executive leadership 

Required Skills: 

  • Five or more years of experience as a Systems Analyst or Systems Engineer within a healthcare informatics or Medicare environment 
  • Subject matter expertise with health plan payer systems; expertise specific to Medicare Advantage including enrollment, premium billing, risk adjustment, Part D, encounter management
  • Knowledge of multiple methods of requirements elicitation techniques, including interviews, document analysis, requirements workshops, storyboards, surveys, business analysis, and task and workflow analysis
  • Strong written and verbal communication skills, with the ability to adapt artifacts to the audience
  • Excellent analytical, organization, problem solving, and project management skills
  • Ability to mentor and manage the workloads and work quality of the Business Analysts, communicating up when challenges or roadblocks are identified
  • Full Software Development Life Cycle experience

Technical skills desired:

  • SQL – Advanced query, Stored procedure data extraction, cursors
  • Visual Basic, or similar scripting language
  • XML
  • Experienced and highly proficient with Microsoft Access, Excel & Word


  • Bachelor’s Degree in Computer Science, Computer Engineering, Software Engineering or a similar technology-related field is required
  • Master's Degree is highly preferred.

This role is a hybrid role with 2-3 company specified days in our Orange County office. Employees are also expected to work full-time during business hours i.e. 8am - 5pm pacific time when off-site.
