Job Description

CSCI Consulting is seeking a PP&E Subject Matter Expert who will provide support for the Air Force Financial Improvement and Audit Readiness (FIAR). This position will be responsible to Assess, evaluate and recommend actionable corrective actions in relation to Property, Plant, & Equipment (PP&E) to support the financial statement management assertions of, existence/completeness, valuation, rights and obligations and presentation and disclosure. Draft work papers/white papers/NFRs, developing audit test plans, analyzing financial statements, and evaluating internal controls. Expected to apply subject matter expertise to evaluate cross-functional processes and the transactions that impact financial reporting.


Minimum Requirements

  • Active Department of Defense Secret Clearance.
  • CPA Required.
  • Current DoD Property, Plant, & Equipment (PP&E) experience required, including:
    • familiarity with FASAB compliant accounting,
    • DoD accountability procedures,
    • and FIAR priorities.
  • Experience of eight (8) or more years with accounting and financial statement audits including three (3) or more years of progressive experience in leading business management and/or financial management services projects Experience performing financial statement audits in DoD, federal agencies, or commercial Fortune 400 organizations and/or preparation of assertion packages.
  • Experience as a DoD hand receipt holder, property officer and/or property accountant
  • Technical accounting experience including familiarity with SFFAS, 4, 6, 10 , 50  and all associated technical releases and interpretations required
  • Experience recording and supporting PP&E transactions including real property, leases, leasehold improvements, personal property and IUS
  • Experience with GAAS and familiarity with GAO Yellow Book preferred
  • Familiarity with DoD FMR and property accountability/management DoD Instructions including but not limited to real property inventory/accountability requirements, personal property requirements (DoDI 5000.64) and IUS requirements (DoDI 5000.76)
  • Familiarity with DoD acquisition, procurement and program management processes (e.g. DoDI 5000.02)
  • Experience in manufacturing, engineered products and/or cost accumulation environment preferred
  • Familiarity with DoD WCF rate setting and budgeting processes for recoverable/non-recoverable expenditures preferred
  • Possess excellent written and verbal communication skills to communicate effectively with all levels of personnel throughout the organization.
  • Ability to work as a team member, creating and maintaining effective working relationships.
  • Ability to work with clients to understand their needs.
  • Strong organizational and time management skills.
  • Ability to maintain a positive relationship with customers and other vendors.
  • Demonstrated ability to comply with data standards and policies.
  • Excellent written and oral communication skills.
  • Professional presence is required.
  • All candidates must be U.S. Citizens and be able to pass a Federal background investigation.

Preferred Skills

  • CDFM preferred
  • CSCP or CPIM preferred
  • Working Capital Fund experience is highly desired
  • Strong ability to lead/drive workstreams
  • Ability to assess the impact of changes in accounting principles and changes in significant estimates on the organization highly desired
  • Strong organizational and time management skills.
  • Ability to maintain a positive relationship with customers and other vendors.
  • Demonstrated ability to comply with data standards and policies.
  • Capability to work in a team environment, as well as independently.
  • Possess motivation to learn new technologies and methodologies that demonstrate value.
  • Experience working for the Department of Defense.
