Chevo is currently hiring an experienced CPIC Functional Team Lead and SME, to join our expanding Portfolio Management practice. This position is primarily remote with our client in the Washington, DC Metro Area.  The ideal candidate will demonstrate versatility in understanding and performing work related to program/project management, portfolio management, capital planning and investment control (CPIC), program governance, and system development life cycle management activities.
Duties and Responsibilities: 
  • Providing hands on strategic and tactical advisory services to improve the efficacy of the Department’s CPIC process while reducing complexity and burden
  • Making recommendations for improvements to the project and portfolio management policies, procedures, and processes using industry best practices in CPIC and portfolio management.
  • Serve as primary point of contact between Department and Components regarding Component CPIC Activities to ensure effective communication between both sets of organizations
  • Provide directed advisory and coaching support to Components’ CPIC staff and key stakeholders on CPIC processes and programmatic issues;
  • Review, assessment, and recommendations, including Department CIO Ratings scoring process, for Annual Major Business Case submissions, and Non-Major Business Cases. for quality and completeness;
  • Review of monthly submissions for quality and completeness; approve Baseline Change Requests
  • Facilitate monthly Department-wide CPIC Administrators community meetings
  • Update, prepare, and facilitate Business Case Training sessions
  • Review and update Department CPIC guidance as changes occur from OMB and other oversight bodies.
  • Perform various ad hoc analyses
Required Qualifications: 
  • Bachelor’s Degree
  • 10+ years total experience; minimum 3 years Federal CPIC experience
  • CTBME® certification- if you are not already certified in Technology Business Management (TBM), you will have to acquire this certification
  • Expert knowledge of the Federal CPIC process
  • Experience in managing investments from a portfolio perspective
  • Ability to pass client Public Trust security clearance requirements
 Desired Qualifications:   
  • Strong consulting (4+ years consulting experience), writing, and client handling skills
  • Experience with Oracle Project Portfolio Management (OPPM) tool, or similar CPIC tools such as eCPIC and FOLIO
  • Strong oral and written communication skills and the ability to present a polished, professional, and diplomatic image to clients
  • Strong analytical skills – assertive and inquisitive manner that allows the individual to take indirectly related and orally communicated information and transform it into actionable information
  • Experience at DHS Headquarters or Component
  • Project Management Professional (PMP) certification a plus
SALARY RANGE: $120K-$155K
