The Program Manager is responsible for the overall program management of assigned Government contracts and is accountable for all program execution, customer satisfaction, and financial performance. This position interfaces directly with the customer, suppliers and stakeholder leadership.  The role includes responsibility for guiding MORI Associates employees in their work, influencing them to deliver their best and directing them to act within the MORI corporate values.  The primary roles and responsibilities of the Program Manager are listed below.

Duties and Responsibilities:

  • Reports to the MORI Vice President of Programs (VP of Programs). Works at the assigned customer location and maintains a work schedule aligned to the customer environment or as otherwise agreed to with the VP of Is available to respond to emergency customer issues at any hour.  Provides accurate, effective and timely reporting to the VP of Programs on business issues.
  • Has accountability to customer for overall program performance commitments including:
    • Customer Satisfaction: Serves our customers with professionalism, corporate values, responsiveness, and overall mission performance.
    • Financial: Understands and manages customer task orders including task budgets, burn rates, and costs to complete. Also understands and monitors overall program budget to optimize cost performance and maximize value to customer.
    • Schedule: Ensures timely, responsive, and successful completion of all program activities, deliverables, and metrics.
    • Quality: Ensures that program deliverables meet or exceed customer expectations.
  • Ensures clear communication and understanding of program status, changes, and performance to the customer and MORI leadership.
  • Responsible for managing the cost, schedule, and technical performance requirements of a program through all phases.  Utilizes the MORI Program Management methodology for the day-to-day operations of the program.
  • Responsible for high-level relationship management with customers and current and future business partners.
  • Holds weekly staff meetings and interacts with the contract personnel Program Team as required. Communicates clearly and effectively with the Program Team on all relevant issues. Assesses the individual performance of members of the Program Team and evaluates direct report subordinates in accordance with the MORI annual performance evaluation process. Recognizes stellar performance of individuals and teams through public recognition and financial incentives.
  • Ensures personal and MORI employee compliance with required annual training.
  • Directs the preparation of program proposals, business plans, proposal work statements and specifications, operating budget and financial terms/conditions of contract.  Is available to support proposal, past performance, and proposal reviews for new business engagements.
  • Works with customers to identify contract needs, task requirements, areas for performance improvement and opportunities to expand MORI’s business with the customer’s organization.
  • Identifies risks and creates opportunities to manage the operational or market risks for projects and programs.
  • Contributes to corporate business growth, financial management, and business management by providing detailed input to the MORI Monthly Management Review (MMR) for assigned programs; identifying new opportunities with new customers; interacting with management and customers on significant business matters; developing and managing accurate and reasonable financial forecasts used to develop Annual Operating Plans and 3-Year forecast recommendations; and preparing and providing required reports, briefings, and technical reviews to senior management as requested.
  • Embraces the MORI Quality Management processes including ISO and CMMI, applies these processes to the execution of day-to-day duties, and contributes to corporate ISO processes and procedures.
  • Coordinates and monitors program-specific subcontractor activities by developing, reviewing, and approving plans, schedules, subcontract agreements, and other program documents and deliverables.

  • Understanding of the customer procurement and government funding approval processes.

Education and Experience:

  • 8+ years of experience in Program Management in Government contracting.
  • 10 or more years related experience with BS/BA (Bachelors) or 8 years related experience with MS/MA/MBA.
  • While not required, PMP Certification is desired.
  • NASA Experience is a strong plus.
