Allegheny Science & Technology (AST) is looking for a Junior to Mid-level Community Benefits Analyst to support AST energy clients. This position will work under the direction of AST’s Program Manager for various clients to support the development and implementation of the client’s Community Benefits program consisting of support in one or more of the following areas:
Community and Labor Engagement (CLE), Investing in American Workforce (IAW), Diversity, Equity, Inclusion and Accessibility (DEIA), and Justice40. This position will perform work closely with client and AST teams to perform assigned tasking which may include preparing documents and reports, developing and maintaining stakeholder relationships, responding to data calls and requests, planning and executing community engagement activities, and tracking performance data against key performance indicators.
 
Position is remote; but must be based in north-central West Virginia or south-western Pennsylvania for occasional travel to project locations. Position will be ½ time (20 hours/week) to start and is expected to begin in mid-July 2024.
 
Position Tasking Includes: 
  • Develop and maintain client Community Benefits Plan (CBP) and other related documents (i.e., Stakeholder Analysis, Social Characterization Assessment).
  • Identify, develop and maintain relationships with key stakeholders (i.e., labor/trade, community members/leaders, environmental justice organizations, local/state/federal government, special interest groups, academia.
  • Work closely with client staff supporting the program including other community benefits professionals, communications, technical personnel, management.
  • Plan and execute client community engagement events.
  • Gather, analyze, track, and report required measures related to community engagement activity, workforce training and development (including jobs creation), DEIA performance, and J40 impacts.
  • Work with client and AST teams to create and execute program content that supports key messaging.
  • Analyze the effectiveness of the community benefits program activities and performance against objectives and budget.
  • Develop community engagement materials in collaboration with communications personnel to produce memos, presentations, reports, etc. in professional and highly polished form to amplify program messaging.
  • Assist in the creation of social media content, including Twitter, LinkedIn, Facebook, and Instagram where applicable.
  • Perform other duties as assigned.
Position Requirements: 
  • Bachelor’s degree in related field (i.e., Energy, Environment, Public Policy, Communications) or two years related experience.
  • Understanding of project impacts on disadvantaged and underrepresented communities.
  • Self-disciplined to work independently to accomplish objectives.
  • Ability to lead team and community discussion, meetings, and events as needed.
  • Ability to relate to stakeholders/clients, understanding and respecting their needs and perspectives.
  • Able to manage time and schedule to meet project milestones and objectives.
  • Strong communication skills – written and verbal.
  • Demonstrated collaboration and diplomacy with a variety of stakeholders.
  • Ability to develop materials and documents using Adobe and Microsoft products.
  • Understanding of analytics and ability to prepare reports.
  • Organizational, analytical, communication, collaboration, and problem-solving skills.
Preferred Qualifications: 
  • Direct experience in energy industry or government contracting.
  • Understanding of and prior experience with Community and Stakeholder Engagement strategies and methods, Justice 40 Initiative, and interaction with Labor and Trades Organizations.
  • Deep understanding of and connection to the Appalachian region.
