Position Summary:

Under the direction of the Director, Health, Safety & Environment (HSE), the Sr. HSE Specialist will be responsible for directly ensuring that the Ontario Power Group implements and maintains all provincial and company mandated HSE programs, through collaborative project management and ongoing training and development.

 This position supports operations through site risk assessments, participates in external client HSE reviews, educates and coaches employees on HSE program expectations, performs inspections, HSE audits, assists employees with HSE management systems, follows up on hazard and incident reports, and enters related data to ensure the Power Group complies with all governing HSE standards, rules, regulations, and recordkeeping requirements.

 

Responsibilities:

  • Implement and maintain regional HSE-Management Systems (MS) developed by Ainsworth HSE and provide feedback to the HSE Director regarding the status of HSE-MS program activities and opportunities for improvement.
  • Facilitate regional HSE and COR activities, conduct and submit internal COR audit, and complete field HSE Specialist scorecard activities.
  • Support environmental program requirements and regional activities to manage waste, pollution, spills, unplanned releases, and meet environmental regulatory requirements.
  • Attend toolbox talks, project/service management meetings, and project meetings to provide HSE support.
  • Immediately respond to incident notifications, escalate incident notification to HSE Supervisor, and assist the Power Group with case management during regular business hours and non-business hours.
  • Provide the required information for regional specific HSE prequalification activities ensuring they are accurate and timely.
  • Coordinate inspection audits of facilities and equipment to identify health and safety hazards and follow-up with corrective or preventative actions.
  • Maintain records and coordinate investigations of work-related incidents including injuries, illnesses, motor vehicle accidents, and property damage and make recommendations to reduce or eliminate those instances through corrective and preventative actions
  • Manage worker’s compensation claims and return to work programs as well as activities to promote general health and safety issues.
  • Coordinate and monitor environmental control activities, in addition, to be responsible for waste minimization, recycling, reduction of hazardous chemicals, pollution control, and health/safety/environmental regulatory requirements.
  • System configuration and data entry in compliance and HSE metrics trackers to ensure accurate and current records.
  • Conduct formal and informal site risk assessments and provide timely reports.
  • Plan, schedule, deliver, and track HSE orientations and training via classroom and/or online and ensure all required training is completed.
  • Maintain training records, enter training data in HSE-MS software, provide certificates, deliver training reports and ensuring accuracy of system data entry.
  • Ensure worker’s compensation board and incident report forms are available to employees and their supervisor, forms are correctly completed, solutions are provided to prevent reoccurrence, and completed report forms are sent to the corporate HSE team in a timely manner.
  • Maintain accurate HSE metrics, and eCompliance records.
  • Ensure communications are consistent and feedback is constructive and clear on performance objectives including behaviors and key performance indicators related to HSE
  • Experience in High Voltage Construction is required

Qualifications:

  • Minimum five years of proven work experience in the HSE field within the construction environment with a specialization in the high-power utilities industry - both union and non-union. Established resilience with heavy workload working within tight deadlines.
  • Detailed working knowledge of provincial Occupational Health & Safety Acts and Regulations, WSIB legislation, fire, and electrical codes.
  • A recognized post-secondary education in Health and Safety and Environmental field or equivalent experience. Must have CRSP designation or actively engaged in working towards this certification.
  • Proven facilitation, verbal and written communication skills (English) along with superior interpersonal and organizational skills required to deliver training and coaching to teams and individuals at all levels within the organization.
  • Previous experience with HSE systems that meet COR, and familiar with ISO 9001, ISO 14001, ISO 18001 and applicable HSE standards.
