POSITION: TRIBAL RELATIONS COORDINATOR

CLASSIFICATION CODE: EXEMPT FULL TIME

DEPARTMENT: QUALITY MANAGEMENT

REPORTS TO: TRIBAL RELATIONS DIRECTOR

 

STATEMENT OF JOB: This position provides outreach and support strategies focusing on the Native American population of clients enrolled or eligible to be enrolled with White Mountain Apache Behavioral Health Services Tribal Regional Behavioral Health Authority. The Tribal Relations Coordinator will ensure ongoing, transparent, and consistent communication, support, and engagement between WMABHS and tribal health partners in support of AI/AN services provided by WMABHS as well as ensure that all outreach materials are culturally sensitive. Positions in this function are responsible for arranging the booking, set - up, and establishment of agency presence at events and exhibits.

 

DUTIES AND RESPONSIBILITIES:

  1. Liaise with federal, state, and local government representatives/community stakeholders regarding behavioral health programs and services. 
  2. Attends external events on behalf of WMABHS and works with staff of ABHS, White Mountain Apache Tribe, Indian Health Services, Arizona Health Care Cost Containment System (AHCCCS) and other pertinent regulatory authorities to promote and further all facets of WMABHS’s behavioral health programs and services, including communications and meetings with organizations, businesses, and stakeholders.
  3. Serves as a conduit to bring information from WMABHS to tribal representatives/stakeholders and to bring suggestions, questions, and concerns back to WMABHS from the tribal community.
  4. Assists WMABHS staff, including senior level management, in the analysis of existing department programs and policies and recommends changes to effect better service to the tribal population.
  5. Coordinates resource requirements to engage in effective short and long-term planning to ensure progressive and effective AI/AN related operation. 
  6. Coordinates agency presence at events, conferences and meetings that advance tribal cultural/education opportunities.
  7. Assists with the development of culturally appropriate materials for training and clinical support.
  8. Provides explanations and information to WMABHS staff on complex tribal issues.
  9. Abide by all applicable policies, procedures, and program standards of ABHS, White Mountain Apache Tribe, Indian Health Services, Arizona Health Care Cost Containment System (AHCCCS) and other pertinent regulatory authorities.
  10. Conduct outreach, facilitate access to healthcare services and provide informal counseling/education/support in accordance with the Arizona Health Care Cost Containment System (AHCCCS) guidelines for mental health. Ability to demonstrate a high degree of flexibility and competence in adjusting to clientele with varying degrees of traumatic experiences and complex psychological presentations.
  11. Ability to address a variety of diverse spiritual, emotional, and social needs in multiple environments of an often-high-risk population, using a trauma-informed care approach while maintaining a high degree of professionalism and cultural awareness.
  12. Facilitates engagement of clients and their families in appropriate healthcare services.
  13. Collaborates with court/probation, tribal/community agencies, families, and other natural support systems to ensure client’s needs are met. Develops a strong working relationship with community partners.
  14. Provides services at the clinic, in the community, children’s/adult shelters, residential facilities, hospital settings and in client’s homes to ensure client obtains all benefits and services necessary.
  15. Participates in multi-disciplinary meetings to advocate for client and community to coordinate consistent and timely provision of services.
  16. Ability to maintain client records in accordance with HIPAA, AHCCCS, ABHS, Federal, State, Tribal, and local requirements.
  17. Maintain ethical policies and guidelines as outlined in accepted State ethics laws, rules, policies, and principles and as outlined in discipline-specific code of ethics.
  18. Provide a positive role model to clients and staff through leadership, self-discipline, and genuine care for the treatment and recovery of clients. All clients and staff members must be treated with dignity and respect.
  19. Participation in all required ABHS training.
  20. Reports/attends work in timely manner. Must be reliable and communicate directly with supervisor in all matters of attendance.
  21. Performs other duties as assigned by supervisor.

 

MINIMUM QUALIFICATIONS:

  1. 21 years of age and possession of a high school diploma or high school equivalency diploma and 18 credit hours of post-high school education in a field related to behavioral health completed no more than four years before the date the individual begins providing behavioral health services and two years of full-time behavioral health work experience: or high school diploma or high school equivalency diploma and four years of full time behavioral health work experience. Associates/bachelor’s degree in mental health/human services or related field preferred; experience working with Native Americans preferred.
  2. Excellent written and oral communication skills; ability to speak the Apache language preferred
  3. Demonstrate critical thinking, problem-solving and organizational and time management skills with ability to work independently, with flexibility within prescribed deadlines.
  4. Strong interpersonal skills with an ability to work effectively with a wide range of people, teams, managers, supervisors.
  5. MS Office proficiency and the ability to correctly operate a copier and fax machine.
  6. Valid Arizona Driver’s License and reliable transportation.
  7. Ability to pass all pre-employment testing, including, but not limited to, fingerprint clearance and background check.
